USDE Supplemental Education Grant (SEG)Authorization of appropriations of $12.23 million for the FSM, adjusted for inflation for each of fiscal years 2005 through 2023. The SEG takes the place of grant assistance awarded to the FSM under sever several USDOED, USHHS, and USDOL programs.SEG ends. FAA Civil Aviation Economic Services and Related ProgramsPermits US carriers to operate in the FSM and provides reciprocal treatment of US and FSM air carriers in exemption from customs duties and taxes. Provides technical assistance to the FSM with regulation of air service.Program will end.

FDICFDIC InsuranceFDIC insures the Bank of the FSM.Program will end.
FEMA/USAIDDisaster Services and Related ProgramsFEMA provides disaster-related grants and provides US funds for disaster response. The disaster response itself is implemented by USAID.The FSM will no longer be eligible for FEMA grants. After the programs and services agreements end, FEMA will be able to support disaster relief efforts only if USAID or the countries request it to do so on a reimbursable basis.6 USC § 601 et seq.; 22 USC § 2292
