Welcome to the JCRP

The Joint Committee on Compact Review and Planning (JCRP) of the Federated States of Micronesia was established as a joint committee of national executive and legislative branches and state representatives to prepare for the expiration of certain economic and financial provisions of the Amended Compact of Free Association between the Federated States of Micronesia and the United States of America in 2023.

Other terms of the Amended Compact, including defense and immigration provisions, continue indefinitely until one or both parties to the treaty decide to end such terms. 

The JCRP is comprised of eleven members: one representative from each of the four states as appointed by the President in consultation with the leadership of each state; four representatives from the FSM Congress, including one from each congressional delegation; one representative of the FSM national government as appointed by the President; a Chief Negotiator as chosen by JCRP; and the FSM Secretary of Foreign Affairs, who serves as ex officio member.

A secretariat and team of consultants assist the Committee in its work.
